The Launch of the ASEAN Drug Monitoring Report 2018-January 6, 2020


              The launch of the ASEAN Drug Monitoring Report 2018 was held at the opening of the 40th Meeting of the ASEAN Senior Officials on Drug Matters on 28 August 2019, chaired by H.E. Gen. Ke Kim Yan, Deputy Prime Minister and Chairman of National Authority for Combating Drugs (NACD). The ASEAN Drug Monitoring (ADM) Report is the intangible output of the ASEAN Drug Monitoring Network (ADMN), which is the core project of the ASEAN-NARCO and reflects the cooperation of ASEAN Member States in producing a regional report on drug situation. The said report is the achievement of the joint cooperation of ASEAN Member States (AMS), particularly the team of ASEAN Drug Monitoring Network, ASEAN Secretariat and Thailand Substance Abuse Academic Network. The ADM report is an instrument for monitoring the illicit drug situation and trend in ASEAN region and at the same time, for promoting the sharing of information on policy and programme initiatives run by AMS as well.

               In order to provide a more comprehensive report, the ADM Report 2018 extended the analysis to cover top seven drug types and the Chapter sequences of the ADM Report 2018 were restructured. Firstly the country reports from each individual country were switched to Chapter 3 instead of Chapter 2. Therefore, Chapter 1 and Chapter 2 were on drug situation from the regional aspects. Chapter 2 describes 7 types of drugs reported by AMS instead of 5 drugs as in previous years and where data were availble, comparison was made on the basis of six-month period instead of a yearly basis. The Annex focused on NPS, an emerging problem in ASEAN region.

               The ASEAN Drug Monitoring Report 2018 comprises of 5 Chapters. Chapter 1 presents an overview of ASEAN drug trends and patterns. Chapter 2 presents the major drug problems in ASEAN. Chapter 3 presents the ASEAN Country Report whereas Chapter 4 presents the research knowledge and innovation. Chapter 5 presents the policy and implementation programme. The ADM Report 2018 was presented to the 40th Meeting of ASEAN Senior Officials on Drug Matters for information and it was acknowledged by all AMS. The ADMN Team will continue to work under the theme of ASEAN for 2019 - Advancing Partnership for Sustainability to improve the ADMReport.
