Secretary General-NCB attained 3 prizes from the Prime Minister as Head of Narcotics Control Fund Committee
On July 11, 2016 at 08.30 hrs., General Prayut Chan-O-Cha, Prime Minister of Thailand, presided over the 2016 Outstanding Revolving Funds awarding ceremony at Royal Jubilee Ballroom, Impact Challenger, Mueang Thong Thani. The annual awards are aimed to encourage revolving funds to improve the efficiency of management and operations to meet the evaluation criteria. The purpose of the awarding is to upgrade the management of revolving fund to an international standard as well as to encourage the executives and operators to manage the funds to drive forward economy and national development. In 2016, there were 17 awards divided into 4 categories, namely, Outstanding Performance Awards, Outstanding Development Awards, Outstanding Management Awards, and Honorable Revolving Fund Award. This year, Narcotics Control Fund received 3 awards, i.e.: 1. Outstanding Performance Award, 2. Outstanding Development Award, and 3. Outstanding Management Award. Mr. Sirinya Sitdhichai, Secretary-General, NCB, as Chairman of Narcotics Control Fund Sub-Committee, together with Mr. Winai Monthapong, Senior Legal Advisor, Mr. Phongpun Pattanapukdee, Director of Asset Seizure Bureau, ONCB, and staff attended the ceremony. Mr. Sirinya Sitdhichai, Secretary-General, NCB, as Chairman of Narcotics Control Fund Sub-Committee said that, “By receiving 3 awards this year proved that the operation, development, and management of Narcotics Control Revolving Fund is efficient and beneficial to the nation and narcotics control in particular. This is actually the target and objective of this Fund since it was set up in 1991 by the Act on Measures for the Suppression of Offenders in an Offence Relating to Narcotics B.E.2534 (1991) – to utilize assets that were confiscated from drug criminals into the Revolving Fund for narcotics control activities. The Fund is managed by a sub-committee appointed by Asset Seizure Committee with Secretary-General, NCB as chairman of the sub-committee. Members of the sub-committee are representatives from Office of the Attorney General, Royal Thai Police, Department of Customs, the Comptroller General’s Department, maximum of other two experts, and Director of Asset Seizure Bureau of ONCB as Member and Secretary. Most of the capitals in the circulating fund came from the execution of assets forfeiture measure in narcotics cases. Assets forfeiture is a crucial countermeasure for narcotics suppression and control by freezing or terminating financial benefits gained from illegal drugs activities so as to deter drug offenders from committing drug crimes because eventually, neither the offenders nor their families would benefit from assets illegally acquired from drugs related activities.” Mr. Sirinya further said that, “The Narcotics Control Revolving Fund Sub-Committee would determine the use of Fund for the benefits of narcotics control, for example, to support injured officers or families of officers who lost their lives from conducting drugs control operations, to procure equipments or munitions for narcotics control, to support prevention programs, and treatment and rehabilitation for drug users/addicts, as well as to provide seeding funds for qualified drug users who have successfully undergone treatment and rehabilitation.”
